A citation-gated lookup that says which platforms are DISQUALIFIED by a hard requirement you already have — and quotes the vendor's own documentation as the reason.
WHY THIS SHAPE. "Which stack should I use" is preference and marketing; it has no right answer and this package does not attempt one. There is no ranking, no score, and no "best" field. What IS decidable is disqualification by construction: a platform contractually defined as static cannot custody a server-side secret; a documented cold start that exceeds a documented hard webhook deadline fails it deterministically; a browser vendor with a standing policy position against an API is not a roadmap gap.
MEASURED, WITH THE SOURCE QUOTED. render.com/docs/free states a free web service "spins down" after 15 minutes idle and spin-up "takes about one minute" — against GitHub's documented 10-second webhook timeout, that is arithmetic, not opinion. github.com/WebKit/standards-positions/issues/68 carries the label "position: oppose" on WebUSB, citing fingerprinting.
THE MAINTENANCE RISK IS PART OF THE PRODUCT, not a footnote, and it is why this listing is FREE. Every row's truth is a live vendor fact on a clock this package does not control. A row is only as good as its fetch date, and the README says so. It ships evidence/reverify.mjs, which re-fetches every cited page and reports DRIFT — proven to work by deliberately corrupting a quote and confirming the script exits non-zero.
VERIFIED: 35 tests, and the boundaries were HAND-MUTATED rather than merely asserted — flipping the 10-second cutoff and moving a threshold each made the right tests fail, proving they are load-bearing. The re-verifier was run live: 11/11 citation checks pass.
