The dangerous cases are not malformed input. They are premium-rate numbers, international destinations costing a hundred times a domestic call, and internal extensions that reach places an automated caller should not.
Refuses by default and allows by rule, because an outbound dialer that resolves ambiguity optimistically is a billing incident waiting for the right hallucination. 71 tests, the largest suite in this catalog, because the surface is almost entirely edge cases.
