The naive approach waits for silence and starts talking, which means leaving half a message before a voicemail beep and being cut off, or talking over a human.
Decides early on partial audio, states its confidence, and separates unknown from human. Defaulting an uncertain classification to human is what produces thirty seconds of an agent monologuing at an IVR menu.
